LED Lights In Fort Worth Are Adored During Festive Celebrations ...

More LED lights in Fort Worth, Texas are showing up in major districts in town as well as making an appearance in favorite activities.

The light shows generated are fashioned via a very user-friendly Windows-based program.

    Fear grows in O.C. cities near San Onofre nuclear plant

    Concern over the safety of the San Onofre nuclear power plant is growing among Orange County cities closest to the facility, which has been shut down since January because of system failures.

    Officials in nearby San Clemente and Laguna Beach ? both within 20 miles of the San Onofre facility ? have registered their fears after significant wear was found on hundreds of tubes carrying radioactive water inside the plant's generators.

    Residents in the Orange County beach towns for years have lived with the twin-domed nuclear plant as a backdrop. In San Clemente, which falls within the plant's 10-mile evacuation zone, city-issued potassium iodide tablets and siren drills have become a fact of life.

    But with scenes of the nuclear disaster in Japan fresh in people's minds, the recent closure has raised consciousness about nuclear issues and prompted critics to double down on their disapproval.

    Some city officials are now calling for the decommissioning of the San Onofre site. The plant's license is set to expire in 2022.

    "The plant should be shut down, period," said Verna Rollinger, mayor pro tem in Laguna Beach. "I have never supported it, and I wish nuclear energy was safe because it's a relatively clean energy source, but it's also so dangerous that I don't think we should be counting on that for our future energy needs."

    She added: "I think people are concerned, and for good reason."

    The mayor of San Clemente, Lori Donchak, wrote to federal officials asking that they demand a permanent disposal place for spent nuclear fuel, and others have asked that they consider expanding the evacuation zone beyond the current 10-mile radius.

    Federal regulatory officials said the facility remains safe and the process to repair the damaged tubes is part of the effort to ensure those living nearby aren't endangered.

    "San Onofre is being operated safely ? that's the bottom line," said Victor Dricks, a spokesman for the Nuclear Regulatory Commission.

    But now that the facility has been off-line for some time, with power still flowing to homes and businesses without interruption, some have asked why it needs to come back into service. "The question is," Rollinger said, "how difficult would it be to go without it?"

    Southern California Edison, which operates the San Onofre facility, said San Onofre is vital to providing electricity to a densely populated, high-consuming area like Southern California, with 20% of the region's electricity coming from nuclear plants.

    "San Onofre is critical to that grid stability," said Jennifer Manfrey, a company spokeswoman, who added that the company is making up for the difference by purchasing power from different sources on the market ? a solution that can't continue indefinitely, particularly with the increase in consumption in the summer months. Other clean energy sources, such as wind and solar, aren't enough to close the gap.

    But Marion Pack, a political organizer who opposes the facility, said the price for that energy source remains too high. "When you have to have all these safety measures," she said, "it says to me there is an inherent danger."

    How conservatives lost faith in science

    How do liberals and conservatives differ in their attitudes toward science? Statistics indicate that conservatives' confidence in science as an institution has declined dramatically since 1974.

    An analysis of 36 years' worth of polling data indicates that confidence in science as an institution has steadily declined among Americans who consider themselves conservatives, while confidence levels have been at steadier levels for other ideological groups.

    The study, published in the April issue of the American Sociological Review, provides fresh ammunition for those who complain that conservative views on issues such as climate change are at odds with the scientific consensus.


    "You can see this distrust in science among conservatives reflected in the current Republican primary campaign," Gordon Gauchat. a postdoctoral fellow at the University of North Carolina at Chapel Hill's Sheps Center for Health Services Research, said in a news release from the American Sociological Association. "When people want to define themselves as conservatives relative to moderates and liberals, you often hear them raising questions about the validity of global warming and evolution, and talking about how 'intellectual elites' and scientists don't necessarily have the whole truth."

    It's not clear how much impact Gauchat's study will have on the debate over politics and science: Liberals are likely to see it as confirmation of what they already believe, while conservatives who are skeptical about the scientific elite are likely to greet the scientific claims with skepticism.

    But the analysis represents a serious effort to flesh out political attitudes toward science with real data. Gauchat bases his findings on a statistical analysis of survey results from the General Social Survey, a long-running project that has weighed public confidence in social institutions since 1974. The GSS has been conducted annually or semiannually by the University of Chicago's National Opinion Research Center, or NORC, with an annual average of 1,500 Americans taking part.

    Gauchat cross-referenced attitudes toward the scientific community with various demographic categories, and found that two categories showed a significant erosion of trust in science: conservatives and frequent churchgoers. People who identified themselves as conservatives voiced more confidence in science than moderates or liberals in 1974, but by 2010, that level had fallen by more than 25 percent.

    Why the drop? Gauchat suggested that the character of the conservative movement has changed over the past three and a half decades ? and so has the character of the scientific establishment.

    "Over the last several decades, there's been an effort among those who define themselves as conservatives to clearly identify what it means to be a conservative," he said. "For whatever reason, this appears to involve opposing science and universities, and what is perceived as the 'liberal culture.' So, self-identified conservatives seem to lump these groups together and rally around the notion that what makes 'us' conservatives is that we don't agree with 'them.'"

    Meanwhile, the perception of science's role in society has shifted as well.

    "In the past, the scientific community was viewed as concerned primarily with macro structural matters such as winning the space race," Gauchat said. "Today, conservatives perceive the scientific community as more focused on regulatory matters such as stopping industry from producing too much carbon dioxide."

    Gauchat's findings run counter to at least one liberal stereotype about conservatives: that right-wingers are distrustful of scientists because they have less education. The figures do support a link between more education and more trust in science, but they also show that more highly educated conservatives are, if anything, more distrustful.

    That trend fits best with the concept that "educated or high-information conservatives will hold hyper-opinions about science, because they have a more sophisticated grasp about what types of knowledge will conform with or contradict their ideological positions, and they will prefer to believe what supports their ideology," Gauchat wrote.

    So what does this mean for the role of science in setting national policy? "In a political climate in which all sides do not share a basic trust in science, scientific evidence no longer is viewed as a politically neutral factor in judging whether a public policy is good or bad," Gauchat said. Heightened distrust could turn young people away from careers in science and engineering, and in the long run, that could hurt America's standing in a global economy that is becoming increasingly competitive on the technological front.

    Vanderbilt University's Jonathan Metzl and Northwestern University's Jennifer Richeson explain the science behind how the brain weighs decisions and forms political beliefs.

    'The Republican Brain'
    Gauchat took on this project to assess the claims made by science journalist Chris Mooney in his 2005 book, "The Republican War on Science" ? and Mooney, who reviewed the paper before publication, said the findings confirmed those claims.

    "The Republican Brain" is the latest book from Chris Mooney.

    "It's certainly gratifying to see this study come out," Mooney told me. "I appreciate that the author actually undertook to use data. I'm glad I wasn't just whistling in the wind when it came to Republicans and science."

    Now Mooney is coming out with another book, titled "The Republican Brain: The Science of Why They Don't Believe in Science."

    "In the book, I'm really careful to say there's what we call 'nature' and what we call 'nurture,' and you can't explain anything in politics without both of them," he said. "Whenever you see change in a group over time, that's probably 'nurture.'"

    Mooney said the factors Gauchat mentioned would fit in the nurture category, along with the GOP's "Southern strategy" to bring what were once traditionally Democratic states into the Republican fold. "This is tapping into the power of nurture, but I also say we've ignored nature for too long," he said.

    "You're starting to find things about fixity of belief, desire to have certainty, and you see that these things are also associated with conservatism," he said. "These traits are content-neutral. You could take today's conservatives, stick them in [Soviet] Russia, and they can be very pro-science."

    Mooney said people may be born with brains that predispose them either to liberal-leaning traits such as "openness to experience," or conservative-leaning traits such as "conscientiousness."

    "The research suggests that people are born with a predisposition, but it's only a predisposition," Mooney said. "'Just born that way' is a phrase that makes me uncomfortable, because it implies some sort of hard wiring. Genes aren't destiny."

    If you haven't figured it out by now, Mooney considers himself a liberal, and he's doubtful that any amount of "nurture" could turn him into a conservative. But he said liberals could learn a lot from conservatives, specifically about loyalty to leaders and to their cause. Like conservatives, some liberals may find themselves at odds with the scientific consensus on some issues. Which issues, specifically? Mooney pointed to hard-line stands against hydraulic fracturing (a.k.a. fracking), nuclear power, childhood vaccination and genetically modified organisms.

    "Liberals have wanted to believe that if the system were just fair, then everybody would agree with us," he said. "That's a liberal fantasy. Actually, it turns out that liberalism is not the only way of being. ... Liberals should realize that not everybody's like them, and liberals' instincts in politics could be exactly what you don't want to do."

    Looking for real estate bargains? Consider golf courses. Investors from Donald Trump to luxury homebuilder Toll Brothers (TOL) are wagering there?s money to be made buying them. Stand-alone 18-hole golf properties in the U.S. sold for a median price of $3 million in the first nine months of last year, down from $4.5 million in 2006, according to data from broker Marcus & Millichap Real Estate Investment Services. Prices slumped after lenders including the finance arm of General Electric (GE) stopped providing money for building courses and investors in commercial mortgage-backed securities retreated amid losses on deals made at the height of the property bubble. ?Lack of financing is really causing a discount to value, and investors are taking advantage,? says Steven Ekovich of Marcus & Millichap. ?Golf courses may never be as cheap as they are today.?

    The sport?s popularity soared after Tiger Woods won the 1997 Masters Tournament at Georgia?s Augusta National Golf Club. In 2000, when Woods captured the U.S. Open in Pebble Beach, Calif., by a record 15 strokes, an unprecedented 400 courses were opened. Television ratings typically surge by as much as 50 percent when Woods is in contention to win a tournament, according to Nielsen (NLSN) figures. He hasn?t won a regular season PGA Tour event since September 2009, a span during which his career has been derailed by his admission to extramarital affairs and assorted injuries.

    Woods?s fortunes aside, golf took a blow when the recession hit. The total number of rounds played in the U.S. annually has fallen more than 7 percent since 2006, according to research firm Golf Datatech. As a result, about 775 golf courses have closed. While new ones continue to open, the nationwide course count has declined by 355 since 2006, to about 16,000, according to the National Golf Foundation. Terry Vanek, an analyst at Marcus & Millichap, estimates that there are about 185 stand-alone golf courses on the market today?with asking prices of $320,000 to $15 million.

    Toll Brothers, the largest U.S. luxury homebuilder, is buying private golf clubs until the residential real estate market improves, according to David Richey, president of Toll Golf, a division of the company. Toll plans to buy three golf properties in cash at ?distressed prices? of $3 million to $4 million by the end of this year, Richey says.

    Peter Nanula, former chief executive officer of Arnold Palmer Golf Management, started Concert Golf Partners in 2010. He has as much as $50 million to buy golf properties that he intends to revamp and sell within five to seven years. Concert Golf made its first course purchase in July, when it bought Heathrow Country Club?s golf course and racquet club for $4.5 million. The club, in north Orlando, sold for $20 million in 1996, the Orlando Sentinel reported, citing Seminole County court records.

    Trump is buying the Doral Golf Resort & Spa in Miami out of bankruptcy for $150 million five years after Morgan Stanley (MS) acquired it as part of the $6.7 billion purchase of CNL Hotels & Resorts. The resort features five courses on 800 acres, including the famed Blue Monster, and about 700 hotel rooms. ?They built too many courses during the Tiger boom, and now they?re closing and disappearing,? says Trump. ?At some point enough will disappear that golf will be a really good business.?

    The bottom line: With financing scarce, the median price for a golf course was $3 million in the first nine months of 2011, down 33 percent from 2006.

    ETF | Merk Hard Currency ETF Now In The Works | Gold Silver ETF

    Axel Merk , the macro investor known for his expertise in currencies, is part of a plan to bring to market an etf version of the dollar-bearish Merk Hard Currency Fund he manages?a move that?s reminiscent of how Pimco decided to market the flagship Total Return Fund run by Bill Gross in an ETF wrapper.

    The Merk Hard Currency ETF will also be managed by Merk, a German-born investment manager who is president of Palo Alto, Calif.-based Merk Investment LLC. The Merk Hard Currency Fund, his firm?s biggest portfolio, is a nearly seven-year-old actively managed open-ended mutual fund with almost $600 million in assets.

    The ETF will normally invest 80 percent of its net assets in hard-currency-denominated investments from countries that appear conducive to long-term price stability, according to regulatory paperwork filed with the Securities and Exchange Commission on March 21. Its investments will be composed of high-quality short-term debt instruments, including sovereign debt and gold.

    The new ETF, which will trade on the New York Stock Exchange?s electronic trading platform Arca under the symbol ?HRD,? is being shepherded through the regulatory process by Portland, Maine-based Forum Investment Advisors, which is in the process of obtaining ?exemptive relief? to market active ETF strategies.

    Forum filed for the permission from the SEC last summer , and it?s unlikely it would put HRD into registration unless it was close to obtaining exemptive relief.

    Forum itself is part of Atlantic Fund Services, which provides custodial and record-keeping services. The prospectus said Foreside Fund Services will be the ETF?s main underwriter and distributor. Forum and the other entities all have the same Portland, Maine address.

    Apart from relying on a third party?s exemptive relief, Merk Investments LLC?s plan looks like a repeat of Pimco?s move to create the Pimco Total Return ETF (NYSEArca: TRXT ? News ).

    The ETF industry was abuzz as TRXT came to market March 1, which provided a clue as to how Pimco would preserve the cache of its $250 billion Total Return Fund, the world?s biggest mutual fund. While Merk?s currency fund is considerably smaller than the Total Return Fund, it?s move and Pimco?s are the clearest signal yet of how the numerous mutual fund companies that are seeking regulatory permission to market ETFs will approach the ETF market.

    The moves suggest that established mutual fund companies are eager to jump onto the ETF bandwagon, but with products that already have clear reputations in the world of investing. By launching ETF versions of such marquee-name funds, Pimco and now Merk may be running the risk of cannibalizing assets from their respective mutual funds, but at least they?ve put in place a mechanism that keeps those assets in-house.

    But, crucially, they seem to understand the growing importance of ETFs, which are extolled for their low costs and intraday tradability. The first ETF was launched 19 years ago, and U.S-listed ETF assets now total $1.209 trillion in more than 1,400 securities, according to data compiled by IndexUniverse.

    The existing Merk Hard Currency Fund (MERKX) comes with a hefty 1.30 percent annual management fee, and the prospectus outlining the proposed ETF didn?t say how much HRD might cost. But if Pimco?s example is any guide, HRD will be a lot cheaper than the Hard Curreency mutual fund.

    Pimco?s TRXT costs 0.55 percent, or 30 basis points cheaper than the ?A? class mutual fund version that?s most appropriate for retail investors. Institutional investors to get that fee down to a no-load 46 basis points. The institutional version of the Hard Currency Fund (MHCIX) costs 1.05 percent, according to Merk Investments? website.

    Officials at Merk Investments declined to elaborate on the filing?a function of the so-called quiet period the SEC imposes when a fund is in the registration process.

    A Brighter Future For Active ETFs?

    A big question looming over the launch of Pimco?s TRXT and Merk?s plan to bring the ETF ?HRD? to market is whether such high-profile moves will breathe life into the relatively undeveloped world of active ETFs. The vast majority?as in 99.6 percent?of ETF assets are in indexed strategies, according to data compiled by IndexUniverse. A total of $5.2 billion is invested in about 40 active funds.

    The percentage looks a bit more promising?just shy of 2 percent?if the comparison is confined to fixed-income ETFs. Indeed, the two biggest active ETFs?the Pimco Enhanced Short Maturity Strategy ETF (NYSEArca: MINT ? News ) and the WisdomTree Emerging Markets Local Debt Fund (NYSEArca: ELD ? News ) are focused on fixed income. MINT and ELD have $1.42 billion $1.22 billion in assets, respectively.

    When Pimco?s TRXT came to market, a number of ETF industry sources predicted that TRXT would quickly overtake MINT and ELD and quite possibly jump-start the whole active ETF space.TRXT, which was launched with $100 million in seed capital, now has a total of $224.9 million in assets.

    What?s more, the percentage of active-to-passive ETF assets looks even more promising in the realm of currency funds?the very world in which Axel Merk has been making his mark.

    A total of $890 million, or 15 percent of the $5.97 billion invested in currency ETFs, is in active strategies. Two of the biggest funds in that space are the WisdomTree Dreyfus Emerging Currency ETF (NYSEArca: CEW ? News ) and the WisdomTree Dreyfus Chinese Yuan ETF (NYSEArca: CYB ? News ), which had $341 million and $495.3 million in assets as of March 21, respectively, according to data compiled by IndexUniverse.

    HRD?s Strategy

    Axel Merk will determine currency allocations based upon analysis of monetary policies pursued by central banks, and will also take into consideration economic environments, according to the prospectus.

    The fund, benefiting from what many analysts consider a secular decline in the dollar, has had several years with double-digit returns.

    But in 2011, it lost 0.77 percent. Last year, investors rushed to dollar-denominated assets? notably Treasurys ?amid heightened macroeconomic concern following Standard ? Poor?s downgrade of U.S. debt and widespread doubt that eurozone policymakers would be capable of bringing the continent?s debt crisis under control.

    To try to reduce interest-rate and credit risk to its portfolio, the ETF will typically maintain a weighted average portfolio maturity of less than 18 months. Also, the fund will only buy money-market or other short-term debt instruments that are issued by entities with an outstanding unsecured debt issue rated in the top three ratings by U.S. nationally recognized ratings services or that Merk considers comparable in quality to instruments rated in the top three ratings.

    The paperwork also said that to the extent that the fund invests in gold, it won?t buy actual bullion. Rather, it may get its gold exposure indirectly through exchange-traded products, which could include ETPs sponsored by Merk or its affiliates.

    Because the ETF is a hard currency fund, its investment strategy may require it to execute redemptions, in whole or in part, for cash. As a result, itmay pay out higher annual capital gain distributions than if the in-kind redemption process was used exclusively.

    In addition, changes in currency exchange rates could affect the U.S. dollar value of the ETF?s investments including foreign securities, forward-currency contracts and cross-currency forwards, the prospectus said.

    It wasn?t immediately clear how the ETF version of the Hard Currency Fund might differ from the mutual fund.

    (AP) ? Mitt Romney says President Barack Obama blocked construction of the Keystone XL oil pipeline as a gift to environmentalists. Newt Gingrich calls Obama "President Algae" for supporting research on biofuels. And Rick Santorum says Obama's environmental views constitute a "phony theology" that prioritizes the earth over people.

    The leading Republican presidential hopefuls have cast Obama as environmental extremist whose policies have put him out of touch with the needs of ordinary Americans. It's a characterization that may resonate with GOP primary voters, but it has surprised environmental activists, many of whom say they are let down by Obama's record on their issues.

    "The environmental movement has been at odds with Barack Obama for much of his three years in the White House," said Bill McKibben, founder of the environmental group 350.org. "The president is very much in the center ? far too much in the center for many environmentalists."

    As a candidate, Obama's pledge to limit the gases that contribute to global warming and embrace cleaner forms of energy pleased many environmental activists. But nearing the end of his first term, Obama's record on the environment is mixed ? and many of his decisions have irked the very activists who Republicans suggest have broad sway over administration policies.

    "Absolutely, he has been a disappointment," said Frank O'Donnell, president of the environmental group Clean Air Watch. "When Obama was elected, I think public health and environmental advocates thought a number of unresolved problems would be dealt in short order. And we learned that environmental protection did not prove to be a first-tier activity for the White House."

    Some Obama actions have cheered environmentalists. He successfully ushered in historic increases in fuel economy standards for automobiles as well as the first-ever regulations on heat-trapping gases blamed for global warming and on toxic mercury pollution from power plants. He has invested heavily in cleaner forms of energy; the U.S. produces more energy from alternative sources such as wind, solar and biofuels now than it has at any point in history.

    But Obama failed to persuade a Democratic Congress to pass promised legislation limiting carbon emissions. He abandoned the legislative effort entirely after Republicans gained control of the House in the 2010 elections.

    And in a move that deeply angered environmentalists, the president in September scrubbed a plan to set a stricter health standard on lung-damaging smog, sticking with one set by his GOP predecessor George W. Bush that scientists say is too weak.

    For the GOP presidential candidates, it all amounts to a zealous pursuit of policies that have slowed the nation's economic recovery.

    In his appeal to evangelical voters, Santorum has framed Obama's environmentalism as "phony theology" ? a belief espoused by many Christian conservatives that environmental activism places nature above man and promotes veneration of the earth instead of God.

    Recently, Santorum, Romney and Gingrich have cast the rising cost of gasoline, currently averaging about $3.88 a gallon, as a consequence of Obama's decisions to limit oil drilling in environmentally sensitive areas. However, U.S. oil production is unrelated to gasoline prices, given that oil is a global commodity, and factors that influence gasoline prices are generally beyond the control of a president or a nation.

    In Louisiana on Wednesday, Santorum blamed Obama's "radical energy policy" for slowing oil production on federal lands and off the coast of the Gulf of Mexico.

    "The underlying reason is because he believes in man-made global warming," Santorum said of Obama. The former Pennsylvania senator has dismissed climate change as "political science" despite a broad consensus among climate scientists that human activity has contributed to a warming of the earth.

    Gingrich has made the price of gasoline the central tenet of his sputtering candidacy, insisting he will bring gas prices down to $2.50 a gallon if elected.

    "This is a very anti-fossil fuels administration. The left wing environmental movement hates oil," Gingrich said recently at a campaign stop in Alabama.

    Romney has called on Obama to fire his "gas hike trio" ? Romney's term for Energy Secretary Steven Chu, Interior Secretary Ken Salazar and Environmental Protection Agency chief Lisa Jackson.

    And Romney has chided Obama for his interest in renewable energy. "You can't drive a car with a windmill on it," the former Massachusetts governor told a campaign audience in Ohio earlier this month.

    In fact, Obama has walked a fine line with environmentalists on energy.

    Many cheered when he decided to reject the Keystone XL oil pipeline after widespread protests from environmental groups. But his administration is now pledging to fast-track a smaller segment of the pipeline to bring oil from Cushing, Okla., to the Gulf Coast, to environmentalists' dismay.

    Obama has drawn praise from environmentalists for instituting a temporary moratorium on deep-water drilling after the massive BP oil spill in the Gulf of Mexico last spring. But he is pushing more oil and gas drilling in part because of high fuel prices and has recently given approval to Shell to drill in the Arctic Ocean ? a step that environmental groups have been fighting for years.

    Obama has also given a guarded endorsement of hydraulic fracturing, or fracking, even as the EPA and Interior Department are pursuing several new regulations on the controversial drilling practice to extract natural gas and oil from shale rock.

    Obama has pleased environmentalists with improvements in energy efficiency, fuel economy and investment in clean-energy technologies. But he has infuriated many by embracing nuclear energy as part of a so-called clean-energy standard.

    "This administration has expanded drilling in the Arctic, has delayed protections from smog, and at the same time done more for clean energy and to cut oil consumption than any administration ever," said Michael Brune, executive director of the Sierra Club. "By our view, that's a combination of wins and losses, or advances and retreats, that shows a pragmatic and moderate record."

    California struggling to prepare quake early warning system

    Japan has one. So do Mexico, Taiwan, Turkey and Romania.

    But California has struggled to develop and deploy an earthquake warning system that would give cities seconds of crucial time to prepare for the impact of a massive earthquake.

    California is spending only a fraction of what Japan and Mexico have devoted, and scientists said the progress is so slow that they cannot say when the state might complete its own system.

    Until recently, researchers were spending only about $400,000 a year developing the technology. Last year, they received a $6-million grant for work on a new prototype. But experts said it would cost about $150 million to build and $5 million a year to operate a system covering California and other quake-prone states along the Pacific.

    Japan's system cost $1 billion to build and includes 1,000 GPS sensors to detect and monitor seismic waves.

    One reason for the lack of interest, some experts say, is that unlike Mexico, Japan and the other countries with early warning systems, California has not experienced a truly catastrophic earthquake in more than a century.

    "I think it'll happen. The question is whether we get it sooner than before we have a tragic earthquake or whether we have it after a tragic earthquake," said Thomas Heaton, a professor of engineering seismology at Caltech. "Unfortunately in the earthquake business, often things don't happen until we have a tragedy."

    Officials in California have been working on a system for about five years. And as personal technology continues to evolve, their current warning plan is geared heavily toward social media and mobile communications.

    Alerts of coming quake waves in California could be sent via Twitter and other forms of social media, with scientists hoping to get word out as broadly as possible. Alerts would also go up on TV and radio. With the warning, scientists hope that emergency crews would have time to open fire station doors, protect nuclear power plants, slow down trains and take other measures before the quake was felt.

    Researchers have also launched a campaign for the public to attach accelerometers to home computers and smartphones that could transmit earthquake shaking to authorities in real time. They believe that this data, combined with information gleaned from underground sensors placed throughout the region, could help with the early warning system.

    Waves from a quake move quickly through the ground, but electronic signals are far faster, allowing a warning to outrun the shaking.

    Officials said the length of the warning depends on the quake's epicenter. A temblor along the San Andreas fault around the Salton Sea, for example, could give up to a full minute of warning time before shaking occurred in Los Angeles, officials said.

    When Japan was rocked by a 9.0 earthquake last year, the warning system sent an alert to Tokyo before the seismic waves of the quake reached the city. The same thing happened in Mexico City on Tuesday after a 7.4 quake occurred near Acapulco.

    Both systems are far from perfect. Both underestimated the size of their respective quakes, and in Mexico City warnings were not as widely distributed as they should have been.

    Experts warn that Los Angeles presents special challenges for an early warning system that are less of a problem in Tokyo or Mexico City.

    The systems in Japan and Mexico often detect seismic waves coming from quakes that erupt off the coast at some distance. Mexico City is actually more than a hundred miles from where these earthquakes spawn, said Caltech seismologist Pablo Ampuero, who is working on California's early warning efforts.

    "They are worried about those earthquakes because the soil of Mexico City is soft as to amplify the shaking. It behaves like jelly when an earthquake reaches it," Ampuero said. "Even if an earthquake happens on a far coast, if it reaches Mexico City, it can cause severe damage."

    By contrast, Southern California is crisscrossed by active fault lines such as Newport-Inglewood, Hollywood, Puente Hills and Whittier.

    A major quake on those faults could be felt in L.A. almost immediately. By contrast, a quake on the San Andreas fault, which experts have long predicted would produce "The Big One," could provide more time.

    "If an earthquake happens here, you don't have that much time to detect it and generate an alarm," Ampuero said. "That's why it's more challenging to have an efficient warning system here. Nevertheless, we have been working on this for several years and the technology is now reaching a maturing stage to make it feasible for an early warning system in California."

    Despite these concerns, experts are convinced a system could save lives. Heaton of Caltech said that with adequate funding, a system could be working within three years. But it would probably require a public-private partnership, with utilities and other companies working to ensure the alerts get out quickly.

    Mexico City's early warning system, which leans heavily on sirens to get the word out, is bare-bones compared to Japan's or what California researchers envision.

    John Vidale of the University of Washington said early warning systems in Japan, Mexico, Taiwan and Romania all function under the same technological principle, detecting preliminary P waves that travel on the surface before the stronger S waves arrive. Japan uses particularly expensive GPS devices that are dropped into boreholes hundreds of feet below the surface.

    The American model would be less expensive in part because it would not require the boreholes, Vidale said.

    Still, Vidale said, "we are going to have to show that the costs of the system are outweighed by the benefits."

    Planning plays a very important role and one can succeed only when one goes according to the plan. Unplanned ideas can create chaos and then loss is experienced. To make all the existing resources in use a proper intelligent and diplomatic strategy is required with which the work can be done smoothly without any hindrance and the employs also function efficiently with proper dedication and determination. So, people can implement strategic in companies and even in their lives so that they achieve what they've aspired for and can reach their goals.

    Windies come up just short in Australia thriller

    A thrilling third one-day international between West Indies and Australia at Arnos Vale Tuesday ended in a tie after Darren Sammy was run out with the Windies needing just one run from the last three balls to win.

    Sammy had hit a boundary off the previous delivery to take West Indies to 220 with one wicket remaining, but a horrible mix-up with Kemar Roach led to Sammy being run out by Brett Lee as the Australians celebrated securing a rare tie.

    But the Windies had reason to be happy too, having earlier appeared up against it at 78 for five, and the five-match series remains finely poised at one win apiece with the final two games to come in St Lucia on Friday and Sunday.

    "I think we believed we could beat them," said Sammy at the end of a match watched by a packed crowd on a national holiday in Saint Vincent.

    "We should have won today. Everyone played their part right down to the number 11.

    "The discussion (with Roach ahead of the last ball) was that we were looking to run. I won't lay blame on anyone, it's just a shame we couldn't see out the win.

    "The way we came back to get 220 was a great effort. The team believe we can beat Australia, and we will look to win the next two games.

    "The pitch here was not conducive for stroke play but we do need to play some consistent cricket."

    Australia captain Shane Watson, the tourists' leading bowler with figures of three for 30, was delighted his team managed to avoid a second defeat here in the space of three days but admitted that improvements must be made before Friday's next match.

    "Little things here and there could have been improved," he said.

    "We need to adapt and get better in these conditions.

    "As a captain it is a learning experience playing in a tie but there are a lot of things to work on in the next two matches."

    After winning the toss and electing to bat, Australia were indebted to a century stand between George Bailey and Mike Hussey as they reached 220 all out.

    The pair reached their half-centuries in successive balls in the 39th over on their way to a fourth-wicket stand of 112.

    Bailey made his maiden ODI half-century and went on to make 59 before being caught at square leg by Dwayne Bravo off the bowling of Marlon Samuels.

    The older of the Hussey brothers kept the tourists' innings together and top-scored with 67 from 95 balls before being stumped by wicketkeeper Carlton Baugh

    off another Samuels delivery.

    He was named man of the match after the highest knock of the series so far in the third game played on a notoriously tough pitch.

    Before that fourth-wicket stand, Australia had looked in trouble, with captain Shane Watson being run out for ten early on, and Matthew Wade being bowled by Sunil Narine for just two.

    When David Warner was dismissed for 37, the tourists were on 58 for 3.

    And after Samuels had ended that fourth-wicket stand, Australia's tail collapsed in dramatic fashion.

    Australia slumped from 202 for four to 208 for nine, with Brett Lee, Clint McKay and Xavier Doherty all returning to the pavilion without scoring.

    Daniel Christian managed 12 before the innings came to an end when he was given out lbw to a Sunil Narine delivery.

    In reply, Kieran Powell, Samuels and Darren Bravo were all dismissed cheaply before Johnson Charles was caught by Christian off the bowling of Watson after making 45, the highest score of the West Indies innings.

    Dwayne Bravo walked after managing just 13 but the hosts' middle order impressed, with big-hitting Kieron Pollard hammering in two fours and two sixes in a quick-fire 36 from 43 balls.

    Pollard eventually went when he was caught by Nathan Lyon at long on off Doherty.

    Clint Baugh (33) and Andre Russell (37) also starred before Narine was caught superbly by David Hussey at mid on from the bowling of Lee to leave the West Indies on 204 for 9 in the 48th over.

    Still they should have seen out the win, but neither Sammy nor Roach were able to hold their nerve.

    Nokia issues patent for vibrating tattoos

    A design of the proposed vibrating tattoo (unwiredview.com)Cell phone company Nokia has issued a patent for a material that could be attached to human skin and would vibrate to alert the wearer of an incoming call or text message.

    The Wall Street Journal reports the patent application filed by Nokia last September would create, "a material attachable to skin, the material capable of detecting a magnetic field and transferring a perceivable stimulus to the skin, wherein the perceivable stimulus relates to the magnetic field."

    In other words, it would be an attachable tattoo that would vibrate in response to a signal from an incoming phone call or text message. The patent application was first discovered by the blog Unwired View's Vlad Bobleanta, who writes, "The tattoo would be applied using ferromagnetic inks. The ink material would first be exposed to high temperatures to demagnetize it. Then the tattoo would be applied. You'll apparently be able to choose the actual image you want as the tattoo. The procedure is identical to that of getting a 'normal' tattoo?only the ink is special."
