According to a new analysis of federal data, sport utility vehicles aren't as deadly to passengers cars as they once were. It suggests, according to Joseph White at the Wall Street Journal, that "U.S. auto makers have largely resolved one of the most vexing highway safety issues of the past 20 years." The fatality rates for occupants of cars or minivans weighing 3,000 to 3,499 pounds that were hit by SUVs of similar weight dropped by nearly 64% to 16 deaths per million registered vehicles during the two-year period 2008-2009, down from 44 deaths per million vehicles in the 2000-2001 period, according to a study by the Insurance Institute for Highway Safety, a research arm of the insurance industry. The study is based on federal crash data for one- to four-year-old vehicles.

The federal government plans to delay until mid-November new rules for implementation of a set of fuel efficiency standards for cars and light-duty trucks, administration officials said Tuesday. In late July, President Obama announced a deal that called for cars and light trucks to achieve a fleet-wide average of 54.5 miles per gallon by 2025, nearly double the 2011 model year average of 27.8 mpg. The new standard would be phased in beginning in 2017. The Environmental Protection Agency and the Transportation Department were to issue the rules this week. But the administration and other participants in negotiations over the rules said their issuance would be delayed six weeks because of the volume of comments received and the technical work that remained. 6 men in UK court over alleged terror plot (AP)
LONDON ? Six men appeared in a London court Monday on terrorism charges ? three of them charged with plotting suicide bomb attacks in Britain.
The men were arrested in the central England city of Birmingham last week as part of a "major operation" by counterterrorism police and charged late Sunday.
Four are accused of planning a terrorist act. Three of them ? 30-year-old Irfan Nasser, 26-year-old Irfan Khalid and 26-year-old Ashik Ali ? are accused of planning a bombing campaign, making explosives and stating an intention to become suicide bombers.
Nasser and Khalid also are accused of traveling to Pakistan for terrorism training.
Two others are charged with failing to disclose information, and one with funding terrorism.
All six appeared at West London Magistrates Court and were remanded in custody until October.

U.N. will take weeks on Palestinian bid: Abbas (Reuters)
AMMAN (Reuters) ? Palestinian President Mahmoud Abbas said on Saturday he expected the Security Council to finish debating his nation's application for full United Nations membership in weeks, not months.
Speaking to journalists on his plane back from the General Assembly in New York where he presented the request to U.N. Secretary-General Ban Ki-moon, Abbas said Security Council members had initially appeared unenthusiastic about discussing the application.
But the mood appeared to change after he made a speech to the General Assembly on Friday, pressing the case for an independent Palestinian state alongside Israel, he said.
The United States, Israel's closest ally, has said it will block the application. Both governments say direct peace talks are the correct way for Palestinians to pursue peace. Washington holds veto power in the 15-member Security Council.
"We are talking about weeks not months," Abbas said of the Security Council deliberations, adding that the process could take a maximum 35 days.
Lebanon's U.N. ambassador said the Security Council would convene on Monday to discuss Abbas's application.
Abbas's statehood bid reflects his loss of faith after 20 years of failed peace talks sponsored by the United States, and alarm at Israeli settlement expansion in occupied land that Palestinians want for a state.
Talking about a return to peace talks with Israel, Abbas said: "We will not deal with any initiative which does not contain a halt to settlement or the '67 borders."
Apart from the U.S. veto threat, it was unclear if the required nine of the body's 15 members would support the bid.
RECRUITING SUPPORT
Palestinian Foreign Minister Riad al-Maliki told national radio officials still hoped to garner the required votes.
"Consultations continue, especially with Gabon, Nigeria and Bosnia-Herzegovina, which have yet to define their position," Maliki was quoted as saying.
Abbas told the reporters accompanying him of a tense atmosphere during the week: "We held dozens of meetings with dozens of delegations which were trying to avert our going to the Security Council," Abbas said.
Instead of going to the Security Council, the Palestinians, who have observer status at the U.N., could ask the General Assembly to vote to upgrade them to a non-member state which would give them membership of various U.N. agencies.
The General Assembly vote requires only a simple majority.
In his speech to the General Assembly, Abbas said: "I do not believe that anyone with a shred of conscience can reject our application ... and our admission as an independent state."
But Israeli Prime Minister Benjamin Netanyahu, who spoke shortly afterwards, said peace could be achieved only through negotiations and dismissed the world body as a "theater of the absurd."
QUARTET CALL
After the two men's speeches, the quartet of Middle East peace negotiators -- the United States, Russia, the European Union and the U.N. -- called for a return to direct peace talks.
Netanyahu welcomed the quartet call but said the talks' success depended on an equal willingness from the Palestinians.
"If the quartet is calling for direct talks without preconditions ... I think this is a very important thing ... if there is a will then it will happen and if not, it won't and we have the will, let's hope they (the Palestinians) do too," Netanyahu said in an interview on Israeli Channel 10 recorded on Friday in New York and aired in Israel on Saturday night.
Abbas accepts negotiations are still necessary, but argues statehood will put Palestinians on a more equal footing. Israel sees the U.N. bid as an attempt to erode its own legitimacy.
Palestinians want to establish a state in the Gaza Strip, a coastal enclave controlled by Islamist Hamas who oppose peace talks, and in the West Bank with East Jerusalem as the capital, land Israel captured in the 1967 Middle East War.

Americans convicted in Iran say they were hostages (Reuters)
NEW YORK (Reuters) ? Two American men jailed in Iran for more than two years for spying arrived in New York on Sunday, saying they were innocent and had been held hostage simply because of their nationality.
Josh Fattal and Shane Bauer, arrested with their friend Sarah Shourd while hiking along the Iraq-Iran border in July 2009, were freed on Wednesday after Oman paid bail of $1 million. Shourd was released on $500,000 bail a year ago.
Fattal and Bauer were sentenced to eight years in prison last month after a trial held behind closed doors. Washington denied the group were spies and U.S. President Barack Obama said on Wednesday they should never have been detained.
Flanked by family members at a news conference in New York, Bauer and Fattal said the case against them was a "total sham" with "ridiculous lies that depicted us as being involved in an elaborate American-Israeli conspiracy to undermine Iran."
"The only explanation for our prolonged detention is the 32 years of mutual hostility between America and Iran," Bauer said. "We were convicted of espionage because we are American. It's that simple. No evidence was ever presented against us."
With no diplomatic ties between Washington and Tehran since the 1979 Islamic Revolution -- when 52 Americans were held hostage in Iran for 444 days until January 1981 -- several countries worked to mediate the release of the hikers.
Bauer and Fattal's freedom coincided with Iranian President Mahmoud Ahmadinejad's visit to New York for the U.N. General Assembly. Ahmadinejad, at odds with Washington and other western governments over Iran's nuclear program, described the release as a humanitarian gesture.
"Sarah, Josh and I have experienced a taste of the Iranian regime's brutality. We have been held in almost total isolation from the world and everything we love, stripped of our rights and freedom," said Bauer, who is engaged to Shourd.
Bauer said whenever they complained about their treatment, the guards would remind them of conditions at the military prison at Guantanamo Bay, Cuba, where terrorism suspects are held, and at secret CIA prisons.
"We do not believe that such human rights violations on the part of our government justify what has been done to us. Not for a moment. However, we do believe that these actions on the part of the U.S. provide an excuse for other governments, including the government of Iran, to act in kind," Bauer said.
NO FORGIVENESS
The men spent the first three months of their detention in solitary confinement before they were put in an 8 foot by 13 foot cell together. They spent their time reading and testing each other on various topics and were allowed a short time in an outside room to exercise daily.
During 781 days in jail, they had 15 minutes of phone calls with their families and one short visit from their mothers, Fattal said. They staged repeated hunger strikes over demands they be given letters sent by their families, he said.
"Many times, too many times, we heard the screams of other prisoners being beaten and there was nothing we could do to help them. Solitary confinement was the worst experience of our lives," Fattal said.
"It was clear to us from the very beginning that we were hostages. This is the most accurate term because, despite certain knowledge of our innocence, the Iranian government has always tied our case to its political disputes with the U.S."
Bauer and Fattal thanked U.N. Secretary-General Ban Ki-moon, Iraqi President Jalal Talabani, Venezuelan President Hugo Chavez, the governments of Turkey and Brazil, Oman and the Swiss ambassador to Iran.

Funds Still Available for UEZ Small-business Consulting Project
As part of the UEZ?s Small Business Consulting Project, selected smaller businesses can enjoy a unique opportunity to have experts analyze their business, identify challenges and opportunities for its improvement, and be reimbursed up to ,000.00 to cover the cost of implementing suggestions and utilizing professional services.
In 2010, a pilot project brought SCORE advisors and MBA students and professors from Georgian Court University together with Lakewood?s Department of Economic Development to conduct a free business review and assessment designed to produce a corrective action plan to help Creative Kids, a teachers? resource and craft shop in Lakewood. The resulting report suggested changes, such as upgrading technology, merchandising, accounting, and inventory, among others, that would help the business target new clients, generate sales, and operate more cost effectively.
Patricia Komsa, the director of Lakewood?s UEZ, has announced that limited funding is still available to support the Small Business Consulting Project. Komsa says, ?This service will be offered only to UEZ businesses that formally apply for the program. Although all UEZ businesses will be considered, those who are in business less than 10 years or are startups, and net less than 0,000 will receive closer consideration.?
The objective of the Small Business Consulting Project is to help companies grow so they can hire more people, thereby creating local economic growth and jobs.

Shape memory materials ready for mass production
ScienceDaily (Sep. 23, 2011) ? Materials that can remember their shape and switch from one form to another may sound like science fiction, they are actually real and already in use all around us. But the alloy used to produce shape memory materials, based on nickel and titanium is expensive. Some researchers have started looking for cheaper options.
Five years ago, Professor Mirko Gojic, a researcher at the University of Zagreb in Croatia, wondered what his small team of researchers could do to lower the price of 'smart metals': a type of high-tech materials that can remember their original cold-forged shape, returning the pre-deformed shape by heating -- a property that makes them crucial in a series of industries. The idea was there, but problems quickly aroused from lack of money and key equipment. Thanks to the support of EUREKA, the product is now almost finalised and could be rolled out within the next two years. Gojic thinks that this international research project he led could soon turn into commercial production of a cheaper alloy for use in aerospace engineering or electronics.
Shape memory alloys can be produced to many shapes and sizes for various uses. Although not as strong as steel, they are much more elastic and their properties allow them to adopt the needed shape when exposed to high temperatures. They are used in smart phones, robotics and for medical purposes. For example, nickel-titanium alloy balloons that expand and adapt to the shape of a blood vessel when exposed to body temperatures are used in stent grafts and surgery.
One of the key problems with manufacturing such materials is their high price. Gojic and his team embarked on producing a new, cheaper alloy, based on copper, whereas the most-used alloy is built on a half-half mix of titanium and nickel, known under its trade name Nitinol. 'It is also the most expensive alloy, so there is a lot of effort going into finding an economically viable alternative', says Gojic. The research project called RSSMA, for Rapidly Solidified Shape Memory Alloys, lasted three years.
"We are not the only ones to put our efforts into research on copper alloys, we contributed to the extent of the possibilities offered by our infrastructure and benefited greatly from collaborations with international partners." Trans-border cooperation between R&D partners is one of the pre-requisites to receive financial support from EUREKA.
The Croatian team did not have the facilities to produce the new alloy, but the EUREKA grant allowed them to grow an existing collaboration with colleagues from the Faculty of Mechanical Engineering at the University of Maribor, Slovenia who helped to produce the alloys, which were then tested and examined for their characteristics in Croatia. They also collaborated with colleagues from Montanuniversit?t Leoben in Austria, and the Faculty of Natural Science and Engineering, University of Ljubljana in Slovenia.
'It is difficult to know exactly how much cheaper the final product will be -- it is an important economic parameter to evaluate the success of the project -- and it depends partly on techniques used to produce the alloy, but it would certainly be a cost-effective alternative, as titanium and nickel are far more expensive raw materials than copper and aluminium.' Besides the economic requirements, materials used in the production of alloys also have to comply with a certain level of purity and hold specific properties in order to be worthwhile for the industry. 'Tests so far have shown that we are on the right way and we should be able to enter soon in the production phase', Gojic says.
"We have successfully reached the final stages of the research and testing, notably in setting up a process of 'continuous casting', which is crucial for commercial production," he says. "It is important because it allows you to get an important quantity of semi-product, you can make it without interruptions, allowing for mass production, as it is done with other common metallic materials, such as steel."
The next step will be to pursue research, aiming to have a finalised product within the next one and a half years, followed by the construction of a pilot plant and then finally the take-off of the commercial production. If the next stage of the research goes well it should lead rapidly to the creation of a spin-off pilot firm to manufacture the new alloy. 'This would require more funding and I am considering applying for a further grant that would help us get to the pilot stage, which could then eventually lead to industrial scale manufacturing of the new, cheaper alloy.'
The new alloy has great commercial potential, it would mainly be used in electronics and mechanical industries, since it does not hold the biocompatibility properties of nickel and titanium. It might also find use in the booming market of smartphones and high-tech gadgets. "It would not have been possible for us to improve our knowledge and competencies without EUREKA," Gojic admits.
The grant also allowed the team to put money towards buying new equipment, such as a scanning electronic microscope and equipment for thermal analysis which was important in studying the properties of the alloys developed during the research project. Financing for the new equipment several sources, but the team had to make their own initial investment in order to be granted access to it, and EUREKA allowed them to do so. The team now continues to use this new equipment to develop the project further but also for new research activities in the field of smart materials.

Forbes 400 fuels 'class warfare' fire: The rich, yes, are getting richer.
The annual Forbes 400 list of wealthiest Americans has landed amid heated rhetoric over 'class warfare.' Members saw their net worth ($1.53 trillion combined) rise 12 percent in the past year.
The annual Forbes list of wealthiest Americans has landed just in time to throw some extra fuel on a hot political debate over "the rich" and whether their taxes should go up.
The top 400 on this "rich list," led by Microsoft founder Bill Gates and investor Warren Buffett, saw their net worth rise 12 percent in the past year (the 12 months ended on Aug. 26).
All 400 had net worth of at least $1.05 billion, and their combined wealth reached $1.53 trillion, Forbes magazine reported as it released the list Wednesday.
For comparison, Americans overall have also seen their net worth rise, on average, but with a percentage gain somewhere in the single digits, judging by data tracked by the Federal Reserve.
Skip to next paragraphThe "rich get richer" trend won't necessarily come as a surprise, but it does come as the nation is focusing on a gauntlet thrown down earlier this week by President Obama, as he outlined a proposal for reducing federal deficits.
"I will veto any bill that changes ... Medicare but does not raise serious revenues by asking the wealthiest Americans or biggest corporations to pay their fair share," Mr. Obama said.
His plan calls for raising an extra $1.5 trillion in tax revenue during the next decade from households earning more than $250,000 in income. Obama mentioned Mr. Buffett as a supporter of such a tax hike. Much of the Nebraska billionaire's income is taxable at the low rate levied on long-term capital gains, leading Obama to say that "Warren Buffett?s secretary shouldn?t pay a higher tax rate than Warren Buffett."
Obama's support for such a tax change is not new, nor is the response of Republican opponents. They have blasted Obama and other Democrats for engaging in "class warfare" that seeks to pit the majority of voters against their richest fellow citizens.
House Speaker John Boehner called Obama's deficit-reduction proposal "a $1.5 trillion tax hike on American job creators," and said it amounted to a "campaign document" rather than a sound fiscal plan.
Both parties appear moving increasingly into campaign mode as the 2012 elections come into closer view. Political analysts say Obama is sounding more passionate, and more willing to fight against the firm no-tax-hike line that Republicans have laid down in the deficit debate.
A bipartisan "supercommittee" of a dozen lawmakers in Congress has until late November to come up with a plan to reduce future deficits, either through spending cuts alone or with some increased tax revenues added in.
The 12 percent gain in net worth for those on the Forbes 400 list may sound surprising, given all the recent weakness in the stock market. But thanks to gains late last year, the Dow Jones Industrial Average rose by nearly that much during the 12-month period tracked by the magazine.
How have average Americans fared during that time?
The answers depend on the circumstances of individuals and families, but Federal Reserve data show overall American wealth to have risen by about $4.4 trillion between the second quarter of 2010 and the second quarter of this year. That's about an 8 percent gain, fueled largely by changes in financial assets. (Home prices have fallen during that time, as has household debt.)

Lessons to be learned from nature in photosynthesis
ScienceDaily (Sep. 23, 2011) ? Photosynthesis is one of nature's finest miracles. Through the photosynthetic process, green plants absorb sunlight in their leaves and convert the photonic energy into chemical energy that is stored as sugars in the plants' biomass. If we can learn from nature and develop an artificial version of photosynthesis we would have an energy source that is absolutely clean and virtually inexhaustible.
"Solar energy is forecasted to provide a significant fraction of the world's energy needs over the next century, as sunlight is the most abundant source of energy we have at our disposal," says Graham Fleming, Vice Chancellor for Research at the University of California (UC) Berkeley who holds a joint appointment with Lawrence Berkeley National Laboratory (Berkeley Lab). "However, to utilize solar energy harvested from sun?light efficiently we must understand and improve both the effective cap?ture of photons and the transfer of electronic excitation energy."
Fleming, a physical chemist and authority on the quantum phenomena that underlie photosynthesis, is one of four international co-authors of a paper in Nature Chemistry, entitled "Lessons from nature about solar light harvesting." The other co-authors are Gregory Scholes, of the University of Toronto, Alexandra Olaya-Castro, of London's University College, and Rienk van Grondelle, of the University of Amsterdam. The paper describes the principles behind various natural antenna complexes and explains what research needs to be done for the design of effective artificial versions.
Solar-based energy production starts with the harvesting of the photons in sunlight by the molecules in antenna complexes. Energy from the photons excites or energizes electrons in these light-absorbing molecules and this excitation energy is subsequently transferred to suitable acceptor molecular complexes. In natural photosynthesis, these antenna complexes consist of light-absorbing molecules called "chromophores," and the captured solar energy is directed to chemical reaction centers -- a process that is completed within 10-to-100 picoseconds (a picosecond is one trillionth of second).
"In solar cells made from organic film, this brief timescale constrains the size of the chromophore arrays and how far excitation energy can travel," Fleming says. "Therefore energy-transfer needs and antenna design can make a significant difference to the efficiency of an artificial photosynthetic system."
Scientists have been studying how nature has mastered the efficient capture and near instantaneous transfer of the sun's energy for more than a century, and while important lessons have been learned that can aid the design of optimal synthetic sys?tems, Fleming and his co-authors say that some of nature's design principles are not easily applied using current chemical synthesis procedures. For example, the way in which light harvesting is optimized through the organization of chromophores and the tuning of their excitation energy is not easily replicated. Also, the discovery by Fleming and his research group that the phenomenon of quantum coherence is involved in the transport of electronic excitation energy presents what the authors say is a "challenge to our understanding of chemical dynamics."
In their paper, Fleming and his international colleagues say that a clear frame?work exists for the design and synthesis of an effective antenna unit for future artificial photosynthesis systems providing several key areas of research are addressed. First, chromophores with large absorption strengths that can be conveniently incorporated into a synthetic protocol must be developed. Second, theoretical studies are needed to determine the optimal arrangement patterns of chromophores. Third, experiments are needed to elucidate the role of the environment on quantum coherence and the transport of electronic excitation energy. Experiments are also needed to determine how light-harvesting regulation and photo protection can be introduced and made reasonably sophisticated in response to incident light levels.
"There remains a number of outstanding questions about the mechanistic details of energy transfer, especially concerning how the electronic system interacts with the environment and what are the precise consequences of quantum coherence," Fleming says. "However, if the right research effort is made, perhaps based on synthetic biology, artificial photosynthetic systems should be able to produce energy on a commercial scale within the next 20 years."
